BMP 3: System Water Audit - Free Software from AWWA 

This FREE Water Audit Software provides a gateway for water utility personnel and any other interested parties to download and use the software and provide feedback to the Water Loss Control Committee. The software allows water utilities to quickly compile a preliminary audit in the standardized and transparent manner advocated by AWWA.

BMP 11 Rate Design Model 

Excel based tool developed by the Canadian Water Works Association (CWWA) to calculate the uniform volume rate based on a water supplier's long-run incremental cost of service and the associated meter charge.

WaterSmart Guidebook: Water Use Efficiency Plan and Review Guide
The WaterSmart Guidebook is now available! This book is a Water Use Efficiency Plan and Review Guide for new Businesses which provides information on water-saving technologies applicable in the commercial, industrial, and institutional sectors and is intended for use as a resource. Produced by EBMUD, the Guidebook was coauthored by Council Executive Director, Chris Brown, prior to his coming to the Council. The information in the guidebook is intended to be updated periodically.  The book is also available on CD or by email. CUWCC Cost-Effectiveness Spreadsheets (Under Construction) 

These simple spreadsheets will help calculate the costs and benefits of BMP program implementation.  The spreadsheets are currently being revised for consistency with the updated BMPs. 

Direct Utility Avoided Costs/Environmental Benefits Models 

The purpose of the Direct Utility Avoided Costs and Environmental Benefits Studies project was to conduct research and develop a model that will assist water utilities with calculating avoided costs and developing methods to quantify for the first time the environment benefits and costs associated with implementation of water efficiency programs.

Resale Rates by County 

Housing resale rates, by county, which can be used to estimate residential toilet replacements assuming a retrofit-upon-resale ordinance. This is necessary to calculate the BMP 14 Coverage Requirement for your agency. Please refer to MOU Exhibit 6 for more information on the BMP 14 coverage requirement.

Toilet Counts Forecasting Spreadsheet
