CUWCC BMP Database/Interface Update RFP

The California Urban Water Conservation Council requests proposals from qualified consultants to replace its existing Best Management Practices (BMP) online reporting system: http://bmp.cuwcc.org. This project is anticipated to commence March 1, 2010.

Proposals must be received no later than 4:00 PM, February 1, 2010.

CUWCC GPCD Weather Normalization Analysis RFP

The California Urban Water Conservation Council requests proposals from qualified consultants to prepare an analysis of weather normalization statistical models for potential use with the Council’s GPCD Compliance Option approach. The analysis will compare annual versus monthly time steps. It will compare the relative influence of ETo versus mean temperature and the impact of effective precipitation on water demand.

This analysis will use data provided by 7 to 10 Council member water agencies on a monthly basis for several years and evaluate the use of weather normalization procedures using different parameters. The ‘baseline,’ or normal year used for comparison will be generated from a multiyear average of water demand measured as GPCD similar to the way the baseline GPCD is described in the Council’s Exhibit 1 section on GPCD compliance policy, and the GPCD compliance policy (attachments to this RFP). Participating agencies will be requested to provide water demand data broken down by customer class/or demand sector. ETo, temperature and precipitation data will be derived from CIMIS or similar weather data source.

The outputs will include a summary report, and statistical tables for each agency including basic statistics, regression analyses: and comparisons between the regression values and p values for multivariate regressions using ETo or temperature and monthly or annual data.

  • Qualifications related to multivariate statistical analysis, and use of GPCD metric to evaluate water demand
